Landmarks
A Panel with aria-label (or aria-labelledby) is a region landmark. Without a name it is an unnamed section, which is not a landmark. Header-only panels follow the same rule: name the strip when it is one of the page's few main regions.
Header controls
  • Icon buttons are named by their labels; tooltips that repeat the name are hidden from assistive technology.
  • The actions menu button is last in the tab order (before a custom window close when the shell uses PanelWindowControls.Custom), with aria-haspopup="menu".
  • The built-in drag handle is pointer-only (aria-hidden). Hosts that offer onMoveStart should provide a non-drag move path (WCAG 2.5.7).
Body errors
PanelError uses role="alert" so load failures announced after mount are not missed.
